A Hierarchical Framework of
Barriers to Green Supply Chain Management in the Construction Sector

The study show a classified sustainability framework
for appraising the obstacles to the implementation of green supply chain
management (GSCM) in the United Arab Emirates (UAE) construction sector. A
total of 32 barriers to the adoption of GSCM are identified through extensive
literature review and expert interviews with academics and industry
professionals. The barriers are grouped on the basis of literature and expert
opinion to form 12 criteria. Since the nature of the identified criteria is
complex and interdependent; an Interpretive Structural Modeling (ISM) technique
is applied to develop a structural model. Driving and dependence power analysis
(DDPA) is used to classify and identify the critical barriers.

The models on above shows a
hierarchical structure to weigh the obstacles to the implementation of GSCM in
the UAE construction sector. The text can shows that a wide documentation of 32
fences between economic, eco-friendly, high-tech, societal and cultural
characteristics to the implementation of GSCM in the UAE construction sector.
They were logical ranked modelling of obstacles and their inter-relationship.
Then, an inclusive arrangement of obstacles to know their criticality for
decision making. Over the study, the paper known a issues external to the
business such as lack of skilled sustainability professionals, lack of green
suppliers & developers, lack of government support, lack of public
awareness & demand and market uncertainty are the critical barriers to the
implementation of GSCM in the UAE construction area. The internal barriers are
reliant to the external barriers. The internal of these obstacle are lack of
top management support and leadership, financial implications, lack of
knowledge and experience, poor organizational culture, lack of GSCM practices
in organization’s vision and mission. The burden is on state and federal
governments in UAE to formulate GSCM scheme idea to overcome the external
barriers. The approach strategy must importance on authorising societies to
create supportable selections and reassuring them to contribute actively in the
conceptualization, design and completing of GSCM strategies. Government should
develop policies to attract skilled professionals, suppliers and developers to
the region.
